Each Draft Report will be made available
on the study web site and at local municipal offices for review
at key milestones throughout the study. Hard copies of the
report will also be available for review at the PICs. A 30-day
public review period will be provided for Working Papers and
a 60-day review period will be provided for Milestone Reports.
Draft Report A:
Study Plan for Technical Work, Outreach and
Consultation
This Study Plan is the first deliverable
of the planning and Class EA Study. The Study Plan establishes
the framework and commitments for conducting the planning
and Class EA Study, particularly in the areas of:
- study purpose and objectives;
- study process;
- study reports;
- outreach and consultation program;
- study schedule; and
- processes to generate and evaluate alternatives.
The Study Plan builds on the principles
and processes for transportation engineering, environmental
protection, evaluation, consultation and documentation that
are specified in the 'Class EA for Provincial Transportation
Facilities'.

Draft Report B:
Working Paper - Overview of Transportation,
Land Use and Economic Conditions within the Analysis Area
Report 'B' provides baseline transportation
and socio-economic data upon which the study will be built.
Therefore a key focus of Report 'B' involves "looking
back" at previous MTO studies and then "looking
forward" through the identification of the key factors
that are driving the 'Area Transportation System' needs. This
will allow for the
appropriate scoping of the technical and consultation requirements
of the Class EA and Preliminary Design components of the Study.

Report F (Part 1):
Working Paper - Environmental Conditions
and Constraints
Report 'F' documents the existing
environmental conditions and constraints. Significant and sensitive features of the natural, socio-economic and cultural environments will be identified
so these areas can be avoided or impacts minimized during
the generation and evaluation of planning alternatives.
Environmental investigations rely heavily on information obtained
through shared government data bases, approving agencies and ministries, local municipalities, First Nations and the
general public. The early and continuous engagement of stakeholders
during the study is an important means of enhancing the Project
Team's understanding of significant and sensitive features
of the natural, socio-economic and cultural environments in
the analysis area.

Report F (Part 2), presented at PIC #3:
- documents environmental conditions field investigation work (inventory, survey, testing) and determination of environmental significance for the preferred corridor;
- provides higher level of detail to support the environmental impact assessment which is a component of generating provincial roadway detailed planning alternatives; and
- utilizes the same environmental factor-specific areas and areas of technical expertise as Part 1, but at increased levels of detail.

Highway 7&8 Value Engineering Study
In March 2011, following the selection of the preferred route (as presented at PIC #4 in January 2011), a Value Engineering (VE) Study was conducted by HDR I iTrans. The VE Study was undertaken to assist with the generation and development of reasonable access and typical cross section alternatives for consideration by the EA study team during the Preliminary Design Phase of the EA Study.
The VE Study consisted of pre-workshop activities including information gathering, a 5-day VE workshop and post workshop activities including the preparation of a VE Study Report. The 5-day workshop was led by a Certified Value Specialist. The VE team included independent discipline specialists and municipal representatives from each municipality within the study area.
Numerous alternatives to enhance the value of the project were generated which were considered by the EA study team during the generation and development of preliminary design alternatives.
The VE Report, available via the links below, documents the VE process and the results of the VE Study.
